I didn't see you mention that you researched and studied a good dps rotation. Spells should be executed in certain order so that your runes are used properly and available when you need it.
Check out the other DK that is kicking your "butt" on be imba. Compare your gear and enchants. If all is equal, than it must be in your spell rotation. You must be a master of your keyboard in order to get the dps you're looking for.
