Hmmmm you may be right John because the more I read about the "World Level Boss's" the more I find out it is not so much their level but rather the massive about of hit points that they are loaded up with.
No biggie but I thought the whole thing was fodder for some interesting dialogue here. :)

He is a world level boss. There are four, Whatever the peak level is in the game he will always be a bit higher and tougher, and kept that way.
